DESCRIPTION: GIZ invites tenders for a review of Namibia’s legal, policy and institutional frameworks for institutionalising Marine Spatial Planning. The assignment covers legal and policy review, institutional readiness assessment, stakeholder and National Working Group consultations, and recommendations for an MSP integration pathway, including possible legislation, institutional arrangements and implementation responsibilities. Deliverables include inception, draft findings and final reports, consultation and workshop materials, and presentation decks. The technical offer must include a concept and CVs for the proposed team. Technical bids are weighted at 70% and financial bids at 30%; only technically responsive bids exceeding 500 technical points proceed to financial evaluation. The assignment specifies three experts and 55 expert-days in total.
