The Central Bidder Database Namibia (CBDN) is a centralized registry of bidder company profiles, designed to empower procuring entities in Namibia with quick access to verified information on suppliers, contractors, and service providers for contract bidding. Documents (e.g., BIPA, SSC, NamRA certificates) are verified as current at submission, with bidders encouraged to re-upload monthly to maintain compliance (e.g., SSC certificates). Buyers should contact bidders for updated documents or originals/hardcopies when required. This platform streamlines preselection, enhances transparency, and reduces the risk of engaging unvetted bidders.

Within the confines of Namibia’s Public Procurement Act 15 of 2015, public entities can use the CBD for:

  • Informal Quotations: Source profiles for small-scale procurements to identify qualified bidders quickly.

  • Request for Sealed Quotations: Access verified profiles to invite competitive bids for formal procurements.

  • Direct Procurement: Identify bidders with specialized capabilities for sole-source contracts, where justified (Section 38).

  • Emergency Procurement: Rapidly verify bidder qualifications (e.g., BIPA, SSC) during urgent needs (Section 39). Buyers must contact bidders for updated compliance documents or certified hardcopies, as required by the Act.

Private Sector

Private entities (e.g., mines, retailers) can:

  • Request competitive quotes from verified bidders without calling around.

  • Check bidder experience and references to avoid hiring unvetted suppliers, contractors, or professionals.

  • Verify profile details by contacting bidders for updated documents or originals, ensuring confidence in procurement decisions.

There is no official agreement with the government yet, but we will make the database available to them. This is the first step in our effort to transform how government procures.

You should update your profile regularly to ensure it remains accurate and current. Each profile lasts for 12 months, and you can refresh your profile as you obtain new documents or additional references.

7. How does the private sector benefit from the CBD?

Private entities can request competitive quotes, check bidder experience, and verify references without sourcing unknown suppliers or contractors. Contact bidders for updated documents or certified hardcopies as needed.

8. What documents are required to submit my profile?

You will need to provide various documents, including: Business registration document from BIPA Identity documents of all company owners Tax Registration certificate from NamRA Registration as an Employer with the Social Security Commission and a current list of employees Affirmative Action Compliance certificate Other documents as specified in the Full List of Required Documents.

9. How do I register on Central Bidder Database Namibia?

To register, sign up and log in to the Unified Tender Solutions Portal. Complete the registration form and proceed to pay the applicable fees before submitting your profile.

10. How do I pay the submission fees?

After registering, you can choose the number of business categories and pay the applicable fees via the Unified Tender Solutions Portal. Ensure that proof of payment is included with your profile submission.

11. Can I submit my profile before paying the fees?

No, payment of the applicable fees is required before you can submit your profile. Profiles submitted without payment will not be considered.

12. How long will my profile be active in the database?

Each profile will be active for 12 months from the date of purchase. You can update your profile and documents during this period to keep it current.

13. Can I update my profile after submission?

Yes, you can update your profile and upload new documents as they become available. It's important to keep your profile up-to-date to ensure continued accuracy and reliability.

14. Is there a submission deadline?

No, there is no submission deadline. However, please note that the package lasts for 12 months from the date of purchase. If you delay in submitting your profile after purchasing the package, additional months will not be added to the duration of your package.

15. What happens when my profile posting package expires?

When your profile posting package expires, your profile will be removed from the list but will not be deleted. You can renew within 6 months without losing your data.
