DESCRIPTION: Conducting Socio-Economic Study for Lüderitz and Aus for the Project “Integrated Urban Development in Lüderitz and Aus” (ILA)

The German Federal Ministry of Economic Cooperation and Development (BMZ) has Commissioned the Implementation of the Project “Integrated Urban Development in Lüderitz and Aus (ILA)” to Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in 2024. The GIZ ILA Project, is Part of the Joint Agenda for Development Cooperation Between Namibia and Germany in the Field of Urban Development. The Project Aims to Support the Local Governments of Lüderitz and Aus in Improving their Capacities to Manage the Anticipated Urban Transformation Process Successfully, Sustainably and Just. The Political Partner of the Project is the Namibian Ministry of Urban and Rural Development (MURD). Three Components Provide the Frame for the Advisory Services Provided by GIZ: 1.) Enhance Urban Management Capacities; 2.) Integrated Spatial Planning; and 3.) Just Transition.

Two Premises Are Guiding the Considerations in this Context: Firstly, that A Sustainable Development, Especially in this Dynamic Context, Needs an Integrated – Cross-Sectoral and Cross-Departmental Approach – and Secondly, that a Sustainable Development Is only Possible Under the Condition of a Just Transition – so Only if the Local Population is Enabled to Access New Opportunities Arising from the Envisaged Developments.

In Support of the Just Transition Component and as a Basis for the Additional Economic and Development Planning, the GIZ ILA Project Aims to Support Lüderitz and Aus in Conducting a Socio-Economic Baseline Study to Support Informed Decision Making. Three Sub-Objectives Have Been Defined for the Completion of this Objective:

1. Socioeconomic Survey for Lüderitz and Aus
2. Indicator Baseline Study on Access to Formal or Informal Employment, Knowledge and Skills as Well as Educational Institutions, with a Focus on Women and Youth
3. Identification of Development Barriers Among the Marginalised Population in Lüderitz and Aus, with a Particular Focus on Women and Youth and Formulate Recommendations.

The GIZ ILA Project Is Seeking to Engage Consultants Experienced in Statistical Methods, Qualitative and Quantitative Research Methods, Data Collection and Social Studies.
