SUBMISSION OF BIDS:
Bids are to Be Hand Delivered At: Environmental Investment Fund of Namibia Head Office, 1st Floor, Heinitzburg Heights c/o Heinitzburg & Dr. Theo Ben-Gurirab Street, Klein Windhoek
ESTIMATED PROJECT VALUE: Estimated between N$2 million – N$6 million depending on consortium structure, international expertise, and consultation scope.
KEY ITEMS / WORKS / SERVICES REQUIRED:
Development of a national IPPU GHG MRV regulatory framework for Namibia.

MANDATORY REQUIREMENTS:
Certified company registration documents.
Valid Good Standing Tax and Social Security certificates for Namibian bidders.
Valid Affirmative Action Compliance Certificate or exemption proof.
Labour Act compliance undertaking and conflict of interest declaration.
Technical proposal, financial proposal, CVs, consent letters, and at least 3 similar project references.
Original plus required proposal copies submitted physically before closing date.
TECHNICAL OR EXPERIENCE REQUIREMENTS:
International consultant with minimum 10 years’ experience in climate MRV systems, environmental regulation, or GHG inventory management.
National consultant with minimum 5 years’ experience in Namibian environmental or climate regulation.
Strong knowledge of IPCC Guidelines, Paris Agreement ETF requirements, and Kigali Amendment obligations.
Experience drafting environmental regulations and conducting stakeholder consultations.
Experience with GHG estimation methodologies and regulatory impact assessments.
BIDDER SUITABILITY: Best suited for experienced environmental consulting firms, climate policy specialists, legal-regulatory consultants, or international-national consultancy consortiums with strong climate governance expertise.
