The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Commissioned by the German Federal Ministry for Economic Affairs and Energy (BMWE), is Implementing the Energy Partnership (EP) in Namibia. This Initiative Supports Namibia’s Ambition to Become a Global Leader in Renewable Energy and Green Hydrogen Production, Fostering a Sustainable and Inclusive Energy Transition.
As Part of this Effort, GIZ Namibia is Seeking the Services of Qualified and Experienced Consultants (individuals, Firms, or Consortia) to Conduct a Study on Connecting Services and Investor Incentives for The Establishment of a Special Economic Zone (SEZ) at Farm 58, Walvis Bay. This Project Aims to Attract Investment, Promote Sustainable Industrial Development, and Align with Namibia’s NDP6.
KEY SERVICES INCLUDE:
- Stakeholder Engagement: Align with and Engage Stakeholders to Identify Infrastructure Needs, Incentives and ESG-aligned solutions for an SEZ at Farm 58, Walvis Bay.
- Infrastructure Assessment: Evaluate Power, Water, IT, Transport, and Waste Management Needs. Design Modular, Sustainable Infrastructure Plans for Phased Development.
- Incentive Framework: Benchmark African SEZs, and Propose Non-Fiscal Incentives (Fast-Tracked Permits, Preferential Utility Rates, Etc.) to Attract Investment and Enhance Local Economic Linkages.
ELIGIBILITY:
This Opportunity is Open to Local Organizations, Consultants, and Consortia with Demonstrated Expertise in SEZ Development, Infrastructure Planning, and Incentive Design in Namibia or the SADC region. Applicants Should Have a Proven Track Record in Similar Projects and a Comprehensive Understanding of Namibia’s Economic Landscape and Regional Dynamics.
