DESCRIPTION: Environment and Social Specialist for the CORB-FUN
As Part Of the Cubango-Okavango River Basin (CORB): Financing Innovation in Transboundary Waters Project, OKACOM Is Establishing a Project Implementation Unit (PIU) in the CORB Fund To Support the Capitalization and Operationalization of the Fund, Including the Identification, Preparation, and Screening of a Pipeline of Priority Investments. The Fund Will Support Downstream Projects With Potential Environmental And Social (E&S) Risks and Impacts Across a Transboundary and Environmentally Sensitive Basin With Diverse Communities, Livelihoods and Cultural Practices Dependent on the Basin Resources. In Line with the World Bank Environmental and Social Framework (ESF) and the Commitments Set Out in the Environmental and Social Commitment Plan (ESCP), The PIU Will Include a Qualified Environmental and Social Specialist Position to Ensure that E&S Risks and Impacts are Appropriately Identified, Assessed, Managed, and Monitored Throughout Fund Establishment and Pipeline Development.
ESTIMATED PROJECT VALUE: Estimated between N$1 million – N$3 million over the contract period, depending on consultant rates, project scope, and funding allocations.
KEY ITEMS / WORKS / SERVICES REQUIRED:
Provision of Environmental and Social (E&S) Specialist services for the CORB Fund Project Implementation Unit.
Development and operationalisation of environmental and social governance frameworks.
Environmental and social risk screening of investment pipelines.
Preparation of monitoring reports and compliance documentation.
Stakeholder engagement, capacity building, and technical advisory services.
IMPORTANT QUANTITIES OR SCOPE:
Three-year consultancy contract, subject to renewal.
Support implementation of World Bank Environmental and Social Framework (ESF) requirements.
Provide E&S input into feasibility studies, technical assistance activities, and investment pipelines.
Conduct environmental and social screening of proposed investments.
Prepare periodic monitoring and progress reports for the PIU and World Bank.
Support capacity building and training of project stakeholders.
MANDATORY REQUIREMENTS:
Bachelor’s Degree or preferably Master’s Degree in Environmental Management, Environmental Studies, Natural Resources Management, Environmental Engineering, or related field.
Occupational Health and Safety qualification such as SAMTRAC or NEBOSH.
Minimum five years’ experience in Environmental and Social Management Systems.
Demonstrated experience with World Bank ESF, IFC Performance Standards, or similar international frameworks.
Strong report writing and communication skills in English.
Experience facilitating stakeholder engagement and training activities.
TECHNICAL OR EXPERIENCE REQUIREMENTS:
Experience in environmental and social risk assessment and management.
Knowledge of environmental governance frameworks and compliance systems.
Experience with ESIA, ESMP, SEP, LMP, livelihood restoration plans, and related E&S instruments.
Knowledge of ISO 14001 and ISO 45001 standards is advantageous.
Experience working with financial intermediaries or development-finance projects preferred.
Portuguese language competency is beneficial.
