EXPRESSION OF INTEREST
The Ministry of Education, Innovation, Youth, Sports, Arts and Culture Hereby Invites Sealed Proposals from Eligible Namibian Creative Agencies, Media Organizations, Advertising Agencies, Multidisciplinary Associations, in Accordance with The Public Procurement Act, 2015 (act No. 15 of 2015), to Design, Produce, and Implement the National Cultural and Creative Industries (CCI) Awareness & Visibility Campaign.
DESCRIPTION: National Cultural and Creative Industries (CCI) Awareness & Visibility Campaign
The Government of the Republic of Namibia Recognizes the Cultural and Creative Industries (CCI) as a Key Sector for Economic Growth, Youth Employment, Cultural Preservation, and Innovation. Despite this Recognition, Awareness of the Sector’s Economic and Social Potential Remains Limited Among the General Public, Private Sector, and Even Within Institutional Frameworks. to Address these Gaps, the Ministry is Implementing a National CCI Awareness and Visibility Campaign as Both a Visibility and Education Mechanism to Clarify these Concepts, Strengthen a Unified National Narrative, and Position the CCI Sector Within Namibia’s Broader Economic Development Agenda.
OBJECTIVE OF THE ASSIGNMENT
The Objective of The Request for Proposals Is to Appoint a Qualified Service Provider to Conceptualize, Design, and Implement a High-Impact National Awareness Campaign that Will:
- Inform, Educate, and Influence Public Perception and Behavior Towards the Cultural and Creative Industries (CCI);
- Increase Knowledge and Understanding of The Sector While Fostering Positive Attitudes and Nurturing Creative Talent;
- Promote Cross-Sector Engagement Across Public, Private, and Civil Society Stakeholders to Drive Participation and Long-Term Support for the CCI Ecosystem;
- Position the Creative Sector as a Viable Economic Opportunity.
SCOPE OF WORK:
The Selected Service Provider Will Be Responsible for the End-To-End Design, Implementation and Evaluation of the National CCI Awareness Campaign, and are Expected to Undertake the Following and More (Detailed Submission Scope and Requirements are Outlined in the Full Request for Proposal Document):
- Campaign Strategy Development
- Conduct a Situation Analysis and Stakeholder Mapping;
- Define Target Audiences and Key Messaging;
- Creative Development
- Develop Campaign Branding, Messaging Frameworks, and Visual Identity;
- Produce Multimedia Content (Print, Radio, Television, Digital, and Social Media);
- Campaign Implementation
- Roll out The Campaign Nationally Across Multiple Platforms;
- Coordinate Media Placements and Partnerships;
- Monitoring and Evaluation
- Track Campaign Reach, Engagement, and Impact;
- Provide Periodic and Final Reports with Recommendations.
DURATION: Up to 24 Months, Implemented in Phased Stages.
ELIGIBILITY
Interested Parties Must Demonstrate:
- Proven Experience in Creative Campaign Development;
- Experience Managing National Communications or Public Awareness Campaigns;
- Strong Multimedia Production Capacity;
- Demonstrated Understanding of Namibia’s Cultural and Creative Industries.

- Creativity and Innovation;
- Understanding of The Assignment;

In Addition, and in Compliance with the Public Procurement Act and Applicable Regulations, Proposals Should Include:
- A Valid Certificate of Good Standing (Ministry of Finance)
- A Valid Affirmative Action Compliance Certificate or a Letter from the Employment Equity Commission (On Official Letterhead, Duly Signed and Stamped)
- A Valid Certificate of Good Standing from the Social Security Commission;
- Certified Copies of Company Registration Documents Clearly Indicating the Goods and/or Services the Supplier is Registered to Provide.
The Ministry Reserves the Right to Accept or Reject Any Proposal, Annul the Procurement Process, or Award the Contract in Part or in Full, in Accordance with Applicable Procurement Regulations.
