CALL FOR EXPRESSION OF INTEREST
The Minister of Agriculture, Fisheries, Water and Land Reform Invites Applications from Suitably Qualified and Visionary Leaders to Serve as Members of the Board of Directors of the Livestock and Livestock Products Board of Namibia (LLPPNB).
DESCRIPTION: Invitation of Applications for Board Members to the Livestock and Livestock Products Board of Namibia (LLPPNB) in Terms of Section 8 of the Public Enterprises Governance Act 2019, (Act No. 1 of 2019)
OBJECTIVE: In Accordance with the Livestock and Livestock Products Act 1/81 (Act No 12 of 1981) (LLP Act) as Amended, and the Public Enterprises Governance Act, 2019, the Board Seeks to Appoint Members Who Will Provide Strategic Oversight to Namibia’s Livestock and Livestock Products Industry Value Chains Controlled in Terms of the LLP Act (cattle, Sheep, Goats, Pork, Poultry, Dairy, and Hides and Skins).
- The Term of Office of the Current Members of the LLPPNB Expires on the 31 May 2026.
- Therefore, in Line with Section 8, Subsections (1-4) of the Public Enterprises Governance Act, (Act No. 1 of 2019), the Ministry of Agriculture, Fisheries, Water and Land Reform is hereby inviting all Namibian Applicants who are Appropriately Skilled, Qualified, and Committed to Apply as Potential Candidates for the LLPPNB Board of Directors. The Term of the Board Shall Be Three (3) Years from the Date of Appointment.
- Interested Candidates are Hereby Requested to Submit Written Applications Containing the Below. Furthermore, Additional Requirements that Demonstrates the Candidates Specific Expertise Will Be Appreciated.
MINIMUM REQUIREMENTS:
6.1 Experience: 10 Years’ Industry Experience in Any of the Following Fields is Required:
• Livestock Producers (Cattle, Sheep, Goats, Pork, Poultry)
• Dairy Producers
• Meat Traders & Manufacturers
• Marketing Agents
QUALIFICATIONS:
• Academic: A Relevant Degree (NQF Level 7 or Higher) in Agriculture, Veterinary Science, Economics, Law, Finance, Commerce, Marketing, or Business Management Leadership.
• Experience: Minimum of 10 Years of Professional Experience, with At Least 5 Years in a Senior Leadership or Board-Level Capacity.
• Governance: Proven Knowledge of the Public Enterprises Governance Act and the NamCode on Corporate Governance.
• Integrity: Must Meet the “Fit and Proper” Person Criteria; Candidates with Criminal Records or who are Rehabilitated Insolvents are Disqualified.
CORE COMPETENCIES & REQUIREMENTS
Candidates Must Demonstrate an Advanced Professional Profile with Specific Expertise in:
• Strategic Thinking and Risk Management.
• Livestock and Livestock Products Industry Value Chain Insight: in-Depth Knowledge of the Entire “Farm-To-Fork” Value Chain for Cattle, Sheep, Goats, Pigs, Dairy, and Poultry, Including the Unique Realities of the Supply and Demand Across the Communal and Commercial Sectors on Both Sides of the Veterinary Cordon Fence of Namibia.
• Policy & Regulatory Framework: Competence in the Policy and Legislative Framework Key and Relevant to the Livestock and Livestock Products Industry.
• Fiduciary Governance: Demonstrated Ability to Exercise the Duty of Care and Skill Required of a Director Under the NamCode, Ensuring Financial Sustainability, Risk Mitigation, and Ethical Leadership of a Tier 1 Public Enterprise.
APPLICATION PROCESS: Interested Candidates Should Submit a Curriculum Vitae, Certified Copies of Identity and Academic Documents, and a Letter of Motivation Specifying the Sector they Represent.
Persons who Currently Serve on Two (2) Boards of Any Public Enterprises Will Not Be Considered.
Shortlisted Candidates Will Be Interviewed, and Successful Candidates Will Be Recommended for Appointment.
