The Regional Electricity Regulators Association of Southern Africa has Received Financing from the African Development Fund Toward the Cost Of the Regional Harmonization Of Regulatory Frameworks and Tools for Improved Electricity Regulation in SADC Region Project and Intends to Apply Part of the Agreed Amount of this Grant to Payments Under the Contract for Consultancy Services for the Financial Audit of the Regional Harmonization of Regulatory Frameworks and Tools For Improved Electricity Regulation in the SADC Region Project.

The Services to Be Provided Under this Project Include, But are Not Limited to, Ascertaining that:

a) All Funds, Including Counterpart Funds, Have Been Used In Accordance with the Conditions of the Grant Agreement, With Due Attention to Economy And Efficiency, and Only for the Purposes for which the Funds were Provided;

b) Goods, Works, and Services Financed Have Been Procured in Accordance with the Financing Agreement and Have Properly Been Accounted for;

c) Appropriate Supporting Documents, Records, and Books of Accounts Relating to All Project Activities Have Been Kept;

d) Disbursement Of Funds Has Been Made Based on the Disbursement Handbook and in Accordance with the Conditions of the Grant Agreement;

e) Special Accounts Have Been Maintained In Accordance with the Provisions of the Grant Agreement and in Accordance with the Bank’s Disbursement Rules and Procedures;

f) Payments Made Using Project Funds Relate to Project Activities as Stated in the Project Progress Reports;

g) The Financial Statements Have Been Prepared By Project Management In Accordance with the Applicable Reporting Framework; and

h) There are No Ineligible Expenditures Identified During the Review.

The Duration Of the Assignment is One Month.

The Regional Electricity Regulators Association Of Southern Africa Now Invites Eligible Consultants to Indicate their Interest In Providing these Services. Interested Consultants Must Provide Information Indicating that they are Qualified to Perform the Services (Brochures, Description Of Similar Assignments, Experience In Similar Conditions, Availability of Appropriate Skills Among Staff, Etc.). Consultants May Constitute Joint Ventures to Enhance their Chances Of Qualification.

Eligibility Criteria, Establishment of the Shortlist, and the Selection Procedure Shall Be in Accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” Dated 2015, which is Available on the Bank’s Website at:

A Consultant Will Be Selected in Accordance with the Least Cost Selection (LCS) Method Set Out in the Procurement Framework.
