The Government of Namibia Has Received Financing from the African Development Bank Toward the Cost of the Namibia Agricultural Mechanization and Seed Improvement Project and Intends to Apply Part of the Agreed Amount for this Loan to Payments Under the Contract for Consultancy Services for the NAMSIP Procurement Audit.
The Objective of this Procurement Audit Is to Evaluate the Conformity of the Borrower’s Procurement (BPS) Methods and Procedures Used by the Project, with the Provisions of the Procurement Plan (PP), Financing Agreement (FA) and the Bank’s Procurement Policy Framework. The Services Include are: (a) Verification of the Compliance of Procurement Process, Tendering and Evaluation with the Provisions of the FA and the Procurement Plans; (b) Verification of Conformity of Technical and Operational Information as these Relate to those Delivered; and (c) Examination and Analysis of Each Contracted Delivery and Quantities Delivered in Accordance with the Contract’s Conditions While Ensuring Reliability and Integrity of Financial Data. The Determination of Whether the Actions Taken by the Executing Agency of the Project, Conform with the Regional Member Country’s Procurement Laws and Regulations and the Financing Agreement, Which Will Be Based on, but Not Be Limited to Stipulated Documentation.
The Audit Shall Cover the 2022/23 and 2023/24 Financial Years. the Estimated Duration of the Assignment is Seven (7) Calendar Weeks.
The Ministry of Agriculture, Fisheries, Water and Land Reform (MAWLR) now Invites Eligible Individual Consultants to Indicate their Interest in Providing these Services. Interested Consultants Must Provide Information Indicating that they are Qualified to Perform the Services (Curriculum Vitae, Description of Similar Assignments, Experience in Similar Conditions, Availability of Appropriate Skills, Etc.).
Eligibility Criteria, Establishment of the Short-List and the Selection Procedure Shall Be in Accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” Dated 2015, which is Available on the Bank’s Website at:

A Consultant Will Be Selected Under the Individual Consultant Method.
